Musgrove, 53, who was governor from 2000 to 2004, has been appointed by the National Assessment Governing Board, an independent bipartisan group that sets policy for the National Assessment of Educational Progress (NAEP) — also known as “the Nation’s Report Card.”
He will lead NAEP’s High School Achievement Commission, which will circulate research about high school seniors’ proficiency in reading and math and how prepared they are for jobs and college.
The research will be used to shape policies and practices in education and workforce training.
Musgrove, a Democrat, also served as lieutenant governor and was chairman of the Senate Education Committee as a state senator from Batesville.

Vice Chairman Greg Jones of Los Angeles, retired CEO of State Farm General Insurance.
John Engler of Washington, D.C., former governor of Michigan and president of the National Association of Manufacturers.
Michael Guerra of Washington, D.C., executive director of the American Center for School Choice.
Douglas Horne of Knoxville, Tenn., founder of Horne Properties Inc.
Nancy K. Kopp of Annapolis, Md., the Maryland state treasurer.
Steven L. Paine of Charleston, W.Va., the West Virginia state superintendent of schools and Governing Board member.
Raymund Paredes of Austin, Texas, commissioner of the Texas Higher Education Coordinating Board.
Eileen Weiser of Ann Arbor, Mich., former member of the Michigan State Board of Education and a member of the Governing Board.
