BIPEC, Business and Industry Political Education Committee, began in 1980 and was founded by Mississippi business and professional leaders. The goal, to provide political research and information that would pinpoint the candidates who understood the needs of Mississippi businesses.

BIPEC is a nonprofit made up of individuals, trade associations and companies who aim to protect and push forward free enterprise.

The organization began releasing a yearly scorecard in order to keep a record and report the research on what legislators were considered business and job champions in their work to encourage economic growth through legislative decisions.
