A newly formed super PAC, the Mississippi Victory Fund, has been established. It’s headed by Merle Flowers who serves as both director and treasurer of the super PAC. He is a former State Senator from DeSoto County, and is also formerly a Wicker staff member.
According to its filing, this committee intends to make independent expenditures, and consistent with the decision of the U.S. Court of Appeals for the District of Columbia Circuit in SpeechNow v. FEC, it therefore intends to raise funds in unlimited amounts. Mississippi Victory Fund will not use those funds to make contributions, whether direct, in-kind, or via coordinated communications, to federal candidates or committees.
“There is a great deal at stake in the Roger Wicker race this year,” said Flowers. “First of all, Roger Wicker is a good, conservative senator and that’s why Donald Trump supports him. Secondly, Chris McDaniel would put the seat at risk to a Democrat, just like Roy Moore in Alabama. Finally, McDaniel doesn’t come close to deserving a promotion to the U.S. Senate and we will help explain why to Mississippi voters.”
The committee claims no political party and is listed as a super PAC (independent Expenditure-Only) by the Federal Election Commission.
The official formation of the Committee was just days before the federal election primary deadline on Feb. 27, 2018. The qualifying deadline was March 1.

Notably, the fund’s address is listed as 200 N Congress Street #500 in Jackson, which also happens to be the same address as the lobbying firm Capitol Resources. One of its managing partners is Henry Barbour, and it can be safely presumed that Barbour will also be actively involved in the super PAC. Barbour headed the super PAC that played a pivotal role in Senator Cochran’s improbable comeback victory against Chris McDaniel in the GOP primary run-off in 2014.
