Eleventh-hour appeals of Byram’s court-approved incorporation have blocked it from becoming Mississippi’s newest municipality and stalled Jackson’s expansion plan.
As a result of three appeals on Thursday, the battle for Byram’s incorporation and Jackson’s annexation of a sliver of land south of the city is moving to the state Supreme Court.
