Jerry Mitchell – Mississippi may have sent in 13th Amendment paperwork back in ’94

After the Mississippi Legislature in 1995 voted to ratify the 13th Amendment abolishing slavery, the secretary of state’s office sent copies of the resolution to Washington, D.C.

Then-Vice President Al Gore got one. So did then-Speaker of the House Newt Gingrich. U.S. Rep. Bennie Thompson even mentioned passage of the resolution on the House floor.

A copy of the entire resolution appeared in the U.S. Senate’s portion of the Congressional Record on Oct. 24, 1995.

But officials from the Office of Federal Register later reported not receiving the resolution, and the website us constitution.net mentioned the lack of paperwork from Mississippi.
