Gulf Live – 1 year after oil spill, federal recovery plans still awaiting action
WASHINGTON — Federal action on Gulf oil spill recovery projects has yet to begin, for the most part, as officials plan, study, negotiate and, in some cases, bicker about exactly what to do.
While one major program — the Natural Resource Damage Assessment, or NRDA — is trudging through “hard science,” as an official overseeing the process described it, the other — collecting and using expected Clean Water Act fine money — may be mired in hard politics.
