Southwick confirmation to federal bench clears Senate
The 59-38 vote to confirm Southwick followed on the heels of a 62-38 vote to end debate on the nomination, which was blocked by Democrats who criticized Southwick’s civil rights record.

All Republicans who voted supported Southwick.
They were joined by nine Democrats who broke with party leaders to help confirm Southwick. They were Sens. Daniel Akaka of Hawaii, Robert Byrd of West Virginia, Kent Conrad and Byron Dorgan of North Dakota, Dianne Feinstein of California, Tim Johnson of South Dakota, Blanche Lincoln and Mark Pryor of Arkansas and Ben Nelson of Nebraska. Sen. Joseph Lieberman of Connecticut, an independent who usually votes with Democrats, also voted for the nominee.
