This was more about politics than the constitutional purity, but the court ruled.
Constitutional or not, the Partnership did a lot of good work, probably saved some lives. The state is establishing an anti-smoking effort in the Department of Health, but I doubt it will have the passion or the resources to succeed as the Partnership did.
