Bill would let feds decide wind vs. water on hurricane damage WASHINGTON — Federal officials would determine the extent to which wind, as opposed to flooding, contributed to the damage of homes destroyed by hurricanes, under a bill filed today by Sen. Roger Wicker, R-Tupelo.
