CLARION LEDGER – Shad White and Laura Jackson: Time to consolidate backroom functions in government
Imagine running your own company. Would you want each division of your company to have its own human resources person? And its own employee to handle payroll? And its own procurement officer? And its own budget manager? That would mean one set of administrative employees for the sales team, one for the customer service team, one for the shipping and distribution team, and one for any other division you might have. It wouldn’t make much sense and would hurt your bottom line.
Yet that’s exactly what we have in state government. And, of course, taxpayers foot the bill.
According to the Secretary of State’s office, Mississippi has 204 government agencies, boards, and commissions, and many of these house their own accounting departments, human resource services, information technology departments, payroll and travel services, and a host of other “backroom” subdivisions. The problem is that it can be inefficient for many of these entities to have their own independent, backroom offices.

MBJ – Analysis: Espy says he’s better prepared for 2020 campaign
Democrat Mike Espy says he has a clearer strategy to win a U.S. Senate seat in Mississippi in 2020 than he had when he ran for the same seat last year.
Espy anticipates another showdown with Republican Sen. Cindy Hyde-Smith, who defeated him in a November 2018 special election runoff.
In announcing his 2020 candidacy Nov. 12, Espy said he wants to build on his base of support from the 2018 race, focusing particularly on increasing the turnout among African American voters. Espy says he also has data showing which Republican-leaning precincts in Mississippi are most likely to flip to Democratic.

CLARION LEDGER – Advocates for prison reform rally outside the Mississippi governor’s mansion
Calling for legislative changes and an end to mass incarceration in Mississippi, a few dozen people rallied on a cold and damp Saturday morning in downtown Jackson on East Capitol Street.
Mississippi Dreams Prison Family Support organized the rally across the street from the governor’s mansion, and in a series of speeches, several people called for public attention on what they said is ongoing crisis in Mississippi. Most of them drew from their own experiences behind bars.
“They don’t want y’all to know what’s going on behind prison walls,” said Donnell Jones, a former prisoner.

NEWSMS – Hyde-Smith: U.S.-South Korea rice agreement to benefit MS producers
U.S. Senator Cindy Hyde-Smith welcomed news of an agreement that could allow exports of rice grown in Mississippi to South Korea.
U.S. Trade Representative Robert Lighthizer and Secretary of Agriculture Sonny Perdue on Tuesday announced the long-sought agreement by which South Korea will allow market access for 132,304 tons of U.S. rice annually, with an annual value of approximately $110 million.
“As a rice-producing state, Mississippi can only benefit as South Korea agrees to provide guaranteed market access to U.S.-grown rice,” said Hyde-Smith, who serves on the Senate committees that authorize and fund federal agricultural programs.
