Gov. Haley Barbour is the kingpin of state government, the one to whom others look when deciding whether to stand or roll over on any major issue – and Barbour hardly ever rolls.
Entering his lame-duck year, his colleagues in the Legislature don’t expect a much different Barbour.
“I don’t expect that Gov. Barbour understands or perceives or expects or knows what the term ‘lame duck’ means whatsoever,” said House Minority Leader Mark Baker, R-Brandon.
Barbour may have systematically tipped the balance of power in the state. “Gov. Barbour has not followed the old patterns,” said Lt. Gov. Phil Bryant.
