The good thing for Barbour and all involved with funding MAEP is now that it is fully funded, it will not cost as much to continue the trend. A relatively small amount of the requested increases each year was because of natural growth in the formula caused by inflation and other factors.
The primary reason for the increases of more than $100 million annually was because the formula was not fully funded the previous year, meaning that multiple years of growth were built into the funding request.
