Hood: Barbour’s veto violates Constitution

Gov. Haley Barbour violated the Constitution when he vetoed parts of legislation that dealt with overtime pay for state troopers, according to an opinion issued by Attorney General Jim Hood’s office.

Barbour vetoed parts of Senate Bill 2041 recently. The legislation would have corrected an accounting error the state made in calculating trooper’s overtime pay.

Barbour has explained the partial veto by saying he does not want to restrict the Department of Public Safety’s management of overtime pay.
