Republican Gov. Haley Barbour is insisting on his proposed hospital assessment to help plug the $90 million funding gap.
Democratic House Speaker Billy McCoy is insisting on a tobacco tax.
Republican Lt. Gov. Phil Bryant has passed the hospital tax in his chamber and has said no to considering a cigarette tax at this time.
So, there we have it. Gridlock.
