Ex-public safety chief heads state’s rural development

George Phillips, who resigned 4 1/2 months ago as Mississippi public safety commissioner, is now the state director for the U.S. Department of Agriculture’s Rural Development office.

USDA Rural Development’s mission is to increase economic opportunity and improve the quality of life for rural residents.
