State Farm won in State Farm v. Hood. Period.
No matter what is in the settlement agreement, this order represents a complete cave by the attorney general. Further, State Farm made absolutely sure that they had an unequivocal and enforceable finding that keeps Hood from ever thinking about starting this up again. That is 100% of what they wanted when they filed suit, I would presume. So they won.
