Secretary of State Delbert Hosemann has proposed allowing voters to cast ballots at the county circuit clerk’s office 15 days before an election as part of his package of proposed reforms.

Hosemann outlined his proposals on Wednesday at a meeting in Philadelphia of the Mississippi Association of Election Commissioners.

“We’ve got dead people voting in Mississippi. We’ve got their signature. And so we’ve got really a problem in Mississippi that people don’t believe in the integrity of the vote here. We have only one out of three eligible voters votes in Mississippi anymore.
