Why is this city – a city facing a $3 million 2007 budget deficit that is planning to meet that deficit with money from the city’s reserve funds – facing the possibility of having to repay $519,000 in federal grants?
In a city in which crime is an overriding issue that impacts quality of life, the erosion of the city’s tax base and threatens future economic development efforts, how can city government operate in such a manner as to squander precious resources – particularly federal grant monies?
