Some council members for months have complained that they thought O?Reilly-Evans has been biased toward Mayor Frank Melton and has left them lacking proper legal representation.
Allen said they have had to call on ?friends,? in the legal community for some advice and are being put in jeopardy of being held personally liable for some of the city?s payments that come through the claims docket.
