Rosemary Barbour, who was born in Guatemala, is the wife of Hinds County Supervisor Charles Barbour. Her company had qualified as a minority-owned firm with the Small Business Administration.
Alcatec holds more than $28 million in contracts with the Federal Emergency Management Agency and employs about 40 people in Jackson and Brooklyn, Oliver said.
Both FEMA and Gov. Barbour’s staff denied family ties were a factor in the bids when made in 2005.
