The ultimate decision for the moment rests entirely with the Senate. When J.R. 201 hits the Senate floor on Wednesday or Thursday, Senators will have a choice either to concur, or to decline to concur and to invite conference. If the Senate concurs, they accept the unfair Democratic House plan “as is” and the process basically is completed, to the distinct disadvantage of conservative voters all across the Magnolia State. If, however, the Senate declines to concur and instead invites conference, then three conferees from each chamber will have the opportunity to work together in good faith to negotiate a fair compromise. Only in that eventuality will the sounder proposal put forward by House Republicans on Tuesday be given any consideration whatsoever.
