The proposal that will be voted on — and it takes 24 for approval — says if the team that wins the coin toss scores a touchdown, the game is over. But if that team kicks a field goal, the opponent gets the ball. If the opponent scores a touchdown, the game ends. If the opponent also kicks a field goal, it’s sudden death, and the next team that scores wins.
Another possible rule change says a defender can’t launch himself at a player who has made a catch unless that player has had time to try to protect himself. It would be a 15-yard penalty.
