Gov. Haley Barbour has had some well-documented victories in the legislative process, and some setbacks as well.
But perhaps his biggest defeat of his tenure as governor came last week during a meeting of the Senate Appropriations Committee.
The setback was stunning not only because of the health care issues involved, but because it was in a Senate committee where for almost all of his tenure the leaders of that panel have been some of his biggest allies.
And in the Senate, which is collegial in nature, the leadership normally gets what it wants.
Last week that did not happen. The governor and committee leadership faced not only Democratic opposition, which is not so surprising, but a substantial amount of Republican resistance.
