Through partisanship and party discipline similar to that practiced daily in Congress, Barbour essentially controlled the state Senate, leaving Democratic House Speaker Billy McCoy leading a frustrated House that was unable in many instances to succeed in implementing a legislative agenda.
Those influences make the 2007 legislative elections important to both parties. But day-to-day control of the Legislature isn’t the biggest prize available in the elections.
