The first person civilly charged in connection with the Clarksdale cheating scandal got a last-minute reprieve Tuesday when a Hinds County judge halted the administrative hearing to revoke her teaching license.

Chancellor J. Dewayne Thomas issued a temporary restraining order, prohibiting the Mississippi Department of Education from conducting its hearing on Frances Smith-Kemp until the court determines if MDE followed proper procedures.

Thomas signed the order just hours after the hearing began at MDE’s central office in Jackson.
