Jackson Mayor Frank Melton is adamant about his recent police promotions, and a Hinds County judge seems just as determined to put a stop to what he terms end runs around Civil Service protocol.
“The Civil Service Commission is going to make it very aware to management of the city of Jackson that the failure to recognize the protocol and rules of Civil Service no longer will be tolerated,” said Breland Hilburn, a specially appointed Hinds County circuit judge and Civil Service Commission chairman.
