Governor announces first round of Rural Health Transformation projects totaling over $104 million

• Major investments are being made in the Delta, but all congressional districts in Mississippi received some level of funding for projects to increase access to healthcare.

About one third of the 167 awards announced by the Governor related to Mississippi’s Rural Health Transformation Program Monday morning will go to improving healthcare access in the Delta, but projects were approved in each of the state’s four congressional districts.

In this first round of approvals, Governor Tate Reeves (R) said that a total of 724 applications were submitted for the three available programs, which included a technology grant program, care gap closure program, and a telehealth program.

Of those total applications, 167 programs were approved for some level of funding within Mississippi.

Mississippi received a total of $205.9 million for the first year of the five-year program. In all, $50 billion is expected to be distributed across all 50 states over the five-year federally funded program.

This first round of awards in Mississippi entailed just over $104 million being distributed to the approved projects across the state. 

“In Mississippi’s Second Congressional District, 52 projects were selected for more than $31 million in funding,” Reeves described of the Delta projects. “Nearly a third of all investments we’re announcing today. Obviously, we know that the need in the Second Congressional District is great.”

Within the First Congressional District, $16 million in funding is being provided to 32 programs, while the Third Congressional District is receiving $26 million to fund 33 projects and the Fourth Congressional District will receive $31 million that will cover 50 projects. 

A total of 97 entities have received funding awards, of which 34 are hospitals, 27 are clinics, 11 are behavior health practices and about nine are federally qualified health centers, Reeves explained.

“When we began this work, we set out to do more than simply invest in the healthcare system we already have,” Reeves said. “We set out to transform how rural Mississippians access care – bringing more services closer to home, strengthening the providers and facilities that rural communities depend on, and using technology and innovation to better connect patients to care across our state. Today, we are beginning to see that vision become reality.”

With close to $100 million to allocate to projects before the end of the year, Reeves said applications for the second round of awards are being reviewed.

The second round of projects will focus on building the state’s healthcare workforce as well as increasing psychiatric emergency services. An announcement on the selected projects for the second round is expected to take place within the next 30 to 45 days. 

“Five years from now, I want rural Mississippians to be able to see the difference in the care available in their community in the strength of the healthcare providers, and in their ability to get the care that they need,” Reeve said.

Rural Provider Technology Grant Program Awards

1. Singing River Services – George County – $397,850 – To modernize aging technology that will strengthen operational sustainability and expand access to high-quality behavioral healthcare.

2. South Mississippi State Hospital – Lamar County – $50,000 – To replace an outdated and unreliable electronic door access system to better protect patients, staff and facility operations.

3. Region IV Mental Health Services – Alcorn County – $291,707 – To implement new technology tools that will improve documentation efficiency, automate eligibility verification and improve interoperability.

4. Corinth Family Medical Center, PC – Alcorn County – $98,702 – To modernize technology to create a secure, integrated and interoperable environment for rural health delivery.

5. Kinder Mind – Jackson County – $124,700 – To update technology across three outpatient clinics including upgraded workstations, self-check-in kiosks, collaboration technology and workflow software.

6. Hattiesburg Clinic, P.A. – Forrest County – $46,101 – To add a tertiary cellular wireless wide-area network (WAN) connection at 67 rural satellite clinics that will preserve electronic health records access, strengthen infrastructure resilience and cybersecurity, and maintain rural continuity during fiber disruptions.

7. Region 8 Mental Health – Lincoln County – $292,650 – To replace six disconnected phone systems with unified cloud-hosted VoIP platform and standardize fragmented access control and video surveillance systems with centralized, secure and more reliable technology.

8. Hattiesburg Clinic, P.A.  – Forrest County – $537,094 – To deploy ambient AI documentation to approximately 500 providers across its multispecialty network to reduce documentation burden, provider burnout and after-hours charting.

9. Sidhu Pediatrics, LLC – Desoto County – $375,000 – To implement modern pediatric electronic health records with AI-enabled clinical documentation, patient engagement tools and population health capabilities.

10. Hattiesburg Clinic, P.A. – Forrest County – $52,868 – To add AI-native email and browser threat detection layer beyond its existing secure email gateway which will help identify sophisticated attacks such as business email compromise, lookalike-domain fraud, QR-code phishing and malicious links that traditional gateway tools may miss.

11. Gulf Coast Outpatient Surgery Center – Harrison County – $25,103 – To upgrade an automated medication dispensing system and badge security access control system which will improve medication accountability, patient safety and physical security.

12. Hattiesburg Clinic, P.A. – Forrest County – $330,200 – To establish a physically segregated, air gapped recovery environment with immutable storage, dedicated identity controls and malware scanning.

13. Mississippi Children’s Home Society dba Canopy Children’s Solutions – Hinds County – $320,250 – To design a modern enterprise data infrastructure that will support interoperability by creating an enterprise data strategy, governance framework and a phased roadmap to strengthen long-term infrastructure to better serve 14,000 children across 82 counties.

Hattiesburg Clinic, P.A. – Forrest County – $343,282 – To install current-generation high-availability firewalls with advanced threat protection, URL filtering and full implementation services to store supported perimeter security, reduce HIPAA and cybersecurity risk and protect care delivery across more than 60 ambulatory sites.

15. Preventive Care MD – Jackson County – $378,000 – To implement a secure, one-click interoperability solution that retrieves complete patient records for referring rural electronic health records and integrate those records into the Center’s surgical platform.

16. Memorial Health System – Harrison County – $650,000 – To support the Mobile Health Bridge program that combines remote patient monitoring tools with in-home visits by community paramedics and a transitional care nurse. Enables real-time biometric tracking, physical assessments, point-of-care testing and digital documentation in patients’ homes.

17. Family Health Center, Inc. – Jones County – $750,000 – To upgrade servers, networks, endpoint devices, cybersecurity, identity and access management and backup and disaster recovery capabilities to reduce downtime, improve reliability and better protect patient information.

18. Metabolic Medicine of Mississippi – Hinds County – $76,230 – To modernize the clinic’s technology to include digital intake tablets, ambient listening tools for automated documentation, exam-room technology upgrades to increase patient capacity, improve efficiency and patient experience and help the clinic’s limited specialist workforce serve more rural patients effectively.

19. Lampton Medical Associates, P. A. – Pike County – $2,009,435 – To modernize electronic medical records for 50 rural Mississippi healthcare practices. This will help rural providers meet new CMS interoperability and prior authorization requirements by adding enhanced tools to reduce manual and fax-based processes, improve care coordination and data exchange and support faster, more informed patient care across rural communities.
