LAUREL — The current budget picture is complex; and if you haven’t already heard, House and Senate negotiators are at an impasse.
Though there are a number of disagreements, chief among them is the question of how much the state should rely upon sources of revenue that are non-recurring, particularly in light of the ongoing economic recession.
A non-recurring source of income is often defined as a gain of an infrequent or unique nature that is unlikely to occur again in the normal course of business.
