Housing: Long climb out of disaster

Housing has been and remains the most pressing issue in the Gulf Coast recovery from Hurricane Katrina, especially for low- and moderate-income families.

There has been a long process for environmental reviews and permitting. Communities along the coast also have fought low-income, housing developments.

Affordability remains the issue overall. Even when there is single-family housing available, the high-cost of insurance is keeping families priced out of the market. Efforts by 4th District U.S. Rep. Gene Taylor, D-Bay St. Louis, for a federal multi-peril plan under the federal Flood Insurance Program continue to meet opposition. State markets have not stabilized.
