State law may prohibit Jackson Mayor Frank Melton from making it illegal for drivers to hold cell phones to their ear while driving in the city.
According to the Insurance Institute for Highway Safety, Mississippi law prohibits municipalities from banning cell phone use.
On Thursday, Melton proposed that drivers be required to use an ear piece of a speaker phone to talk on their cell phones while driving.
