Various media, including the Daily Journal, have reported that until this year, the Mississippi Adequate Education Program was fully funded only once – in 2003.
But members of Barbour’s staff and others are disputing that the program, which provides most of the basics of operating local school districts, was fully funded that year.
The state Department of Education confirmed that in 2003, like 2007 an election year, MAEP was slightly more than $7 million short of full funding.
